I think your best bet is to sync the phone to a network service like Google or Outlook Exchange and then have Outlook sync to that. Unfortunately you can't just merge the two backup streams.
If you need to access the older backups, you can control-click on TM in the dock and select "browse other TM disks".

If you know them to have been created by another Mac, there is a very good chance you can open them in QuickTime Player with the "File>Open File…" command.

In order to do this in software under OS 9, resources in the System Suitcase would need to be patched and the computer rebooted for every adjustment. Such software is not generally available because it has been tried and found to be more trouble than it is worth. YMMV.

This can be done with Disk Utility under Leopard or later as a software RAID. (For anyone lurking, to do what Turboladdade wants, two pairs of drives are first striped and the resulting RAID volumes are then mirrored.) I don't recall anymore whether that was available in Tiger.
