SmartScroll Patch for NN4

This patch simply allows Netscape 4 to use proportional thumbs from
SmartScroll. It will make a Copy of Netscape for you and might change a
couple prefs, which are all changeable from the Preferences Dialog in NN 4,
the also works with Communicator
