Best for the price

My sister is currently suffering at home with a subpar Dell. Which used mac for the price would be the best to replace this slow Dell. I was looking to buy something for under $250. Any suggestions?

Nothing that great, that's for sure. If she were to consider buying a Mac to replace her Dell, she should try to bump that up a few $100. What are the specs of the Dell in question?
I am now telling the computer exactly what it can do.

What about buying a netbook? They're very popular here in the UK. On one you could consider trying Ubuntu (which is a version of Linux). A friend of mine said her dad uses a Dell notebook and it's really quite a lovely and easy operating system thats Mac-like. I'll PM you a link to a Ubantu website that could help encourage you.
