iBook G4 - No Translucent Menu Bar in Leopard?

I just installed Leopard on a 1.33ghz iBook G4 and noticed that the Menu Bar is not translucent. Is this supposed to behave this way or is this some kind of problem? It is the first time I've seen this on any system thus far.
I am now telling the computer exactly what it can do.

If I remember what I heard from everyone who installed it when it first came out right, Leopard gets rid of some of the eye-candy when it would slow down the system too much, yours is probably lower specs than the translucent menubar shows up on.

I have also personally witnessed this. The Time Machine background also behaves like this- there is motion with it on my powermac g5 but none with my MacMini.

Is that an Intel Mini or a G4 Mini that lacks the background motion?
