I got a old PowerBook G4 off eBay, works great but the seller left all their personal info and did not remember their password. They included a copy of SnowLeapord but as you know it is an Intell based OS, is there a hack to get around this and force install SnowLeapord on a PowerBook?

No, it isn't possible. Leopard is the maximum OS on any PowerPC Macintosh.
I am now telling the computer exactly what it can do.

You should have just bought Leopard since it'll surely be pretty cheap. 10.3 is going to be so outdated you won't be able to run basically anything on it. That's like crazy old, from 2003.
There isn't a *hack* for Snow Leopard since the incompatibly is much deeper than that. You'd have to get all the source code for Snow Leopard and compile it yourself for PowerPC since there is non PowerPC code in Snow Leopard at all.

There's Leopard DVDs on eBay under $50. Using Panther in 2012 isn't going to be a very pleasant experience at all. You'll be stuck with Safari 1.3.2 for example, which will barely be able to handle even basic HTML5 and CSS3 websites.
