Well, you can't at the moment. Apple and many other companies and organizations are trying to push a move away from proprietary Flash software to the new HTML5 video tag.
However, you might be able to by jailbreaking your phone - somebody else would have to fill us in on that. I don't personally recommend that.
Also, this recent news article may be a clue that Flash support may come in the future.

I am now telling the computer exactly what it can do.
Re: Flash player for iPod touch
If Adobe will ever get their act together and actually release a lean, mean Flash player, the entire mobile smartphone market -- not just Apple -- will be happy about it.
But most of the major video sites now realize that's just not going to happen anytime soon and have moved on to HTML5. It's broadly a better idea (from a user perspective) anyway.

Re: Flash player for iPod touch
The question is--
Why aren't video websites creating mobile and HTML5 websites? Flash is in the past.

It will take a lot of time for Apple to do such thing if they even decide to have an update on flash player. So just forget about the Flash Player for now. Youtube feature is great than the flash player.
