Reported lost iphone

I want to get an iPhone. Own everything else apple. My question is why are iPhones on eBay way more expensive than in stores. I am guessing the cost to cancel the plan plus the cost of the phone?

Maybe this is a dumb question, but couldn't someone buy one, sell it to a friend of theirs, me in this case , then go back to apple an say they lost it and get a new one without having to cancel their plan? Assuming the person who bought the "lost" one would unlock it and use it on tmobile for instance. Or am I missing out on something here?
