Iphone registration

Im getting a used iPhone 3GS, but Im still saving for the data plan. In the meantime I want to use the iPhone as an iPod touch, for games and music. I've read that I can get a blank sim card for free from an AT&T store and put that in and it will work fine, I just won't be able to use 3G. But I'll still be able to do everything but text and call thru wifi. Is this true, will it work? Is there a better way? I don't want to jailbreak.

Yes I've done that before. I don't think you really even need a blank SIM card, if I recall it just works when you take the old SIM out. I can't say 100% for sure though, my memory on that is a little hazy.
I am now telling the computer exactly what it can do.
