Whether I'm trying to buy a new app or install an update for an existing app, the App Store keeps giving me a pop-up to accept the new terms agreement which I do, I then attempt to proceed with purchasing or installing an update and it puts me right back to the same pop-up. I just installed iOS 6 last week on this iPad 2 and just installed two new apps earlier today without a problem now I can't get past this loop to do updates or buy new apps.
That happened to me last night too on my iPhone 4. I powered off the device, then powered back on. After that, it worked.
