Purchased songs problem
I bought some songs from iTunes a downloaded them directly to my phone a couple months back and I have had to restore it since. When I go to the app store and download programs that a already bought I just put my password and it does it for free and it recharges me for songs I already purchased I need help

Yeah, you lost those songs unless you transferred them to/backed them up on iTunes on your computer. Always sync your iPhone both ways!
The difference in behavior between apps and songs may be perplexing, but I would wager it has something to do with the fact that Apple has total control over app licenses and rights.

You can, and should, write the iTunes support staff an email (on the store you'll find this contact under "report a problem."
They MAY -- repeat MAY -- allow you to re-download the songs as a one-time favour, or credit you the money so you can buy the songs again. Don't count on it, but they sometimes do that, particularly if you're sincere, polite and patient. It's a loss for them every time they do that, so they don't always do it.
